As Senior Project Manager at South East Water, Chelsy developed a new Water and Sewer Maintenance delivery model and commercial framework to enable new partnership strategies as they go into tender for major 5–10 year contracts. She identified and implemented system changes required to support and operationalise the new model. Noting throughout the tender process, Chelsy was able to establish strong business engagement, champion scope and requirement decisions that enabled delivery to meet fixed deadline and the outcomes required for operational readiness, on original schedule and within budget.
As Senior Project Manager at South East Water, Chelsy finalised in flight RFI and established from business case to approved RFP project for an Enterprise Mobility Platform capability for SEW’s field working mobility strategies, enabling their ‘working from anywhere on anything’ ambitions. Initial RFI was evaluating 39 qualified submissions and establishing full RFP process of platform and professional services with 3 invitees.
As Chief Technology & Projects Officer at AIA, Chelsy was a trusted executive with direct accountability for delivering technology services and strategic change across Australia and New Zealand reporting directly to the CEO. She led and managed a team of 500+ people across Australia, New Zealand and offshore (China, India and Malaysia) with a strong focus on enterprise-wide delivery. Chelsy’s personal executive responsibilities and accountabilities included leading & managing all technology related services across all applications, infrastructure, end user delivery and security services. Responsible for an operating budget of more than $40 million with a blended team of 200+ including permanent, contractors and vendors, on and offshore. Accountable for delivering on an enterprise-wide project portfolio with a budget of more than $60 million including PMO and project delivery teams across BAU and strategic initiatives. The blended team of 300+ including permanent, contractors and vendors, on and offshore.
As Chief Technology & Projects Officer at AIA, Chelsy delivered the digital and operational platforms strategic partnership program (~$10 million+)– (AIA Vitality), including the new digital and operational platform (~$5 million) for new Health Insurance company – (MyOwn), Automation & AI/ML capability (~$5 million) driving major operations savings and improved customer outcomes – motivating and bringing together an enterprise new way of working and focus on outcomes, Chelsy’s Automation program won innovation awards across Asia Pacific and locally. Chelsy also led AIA Australia & New Zealand business integration prior to major M&A (~$2 million), led Technology & Operations portfolio for transition phase of major M&A (~$30 million).
As Head of Transformations, Operations at AIA, Chelsy supported the development of Operations department reporting directly to COO. Working across all of Operations to support strategic development and planning with executive team. Established key capabilities that supported the delivery of approved transformational programs of work like Imaging & Workflow, Claims Transformation and Offshore Outsourcing. She led and developed operations strategic service propositions through transformation activities, managed Technology and Operations business relationship management, Operations vendor management – including on & off-shore BPO’s, Change Management (Operational and Project), Quality Management (Operational and Project), Knowledge Management (Operational and Project), Business Intelligence / Reporting, Business Case development and Sponsorship of approved PMO Deliveries.
As Head of Technology at AIA, Chelsy stabilised, led and managed the technical team with clear structure and processes for the department. She led the Technology department in architecture, infrastructure, security, application and solution delivery and technical support. Chelsy analysed and prioritised developments, outlining opportunities and ensuring a pro-active and innovative approach to work. Accountable for the delivery of all technology related projects including developments of new software and ongoing enhancements, continued strategic approach, innovation and best practices in the use of technology. She made recommendations and decisions on short and long-term uses of technology within the development/product roadmap in consultation with executive committee and senior management team. Chelsy managed development plans, business cases, budgets and delivery time estimates, utilised project management methodology and agile software practices, where appropriate, to enhance business communication and to provide user scenarios for developments. Managed and developed effective relationships with internal and external senior stakeholders, vendors, out-sourced development services and oversaw outsourced software development relationships, development and delivery.
As Senior Program Manager, Workstream leader at AIA, Chelsy managed the largest portfolio/workstream in PMO – Services Transformation Workstream (Operations, Finance, Actuarial, Risk & Compliance). She participated and influenced expense management, prioritisation, resource deployment and dependency management within and across the portfolio. Chelsy established and maintained strong stakeholder relationships across the portfolio and company and executed major transformation project – Imaging & Workflow to all of Operations including off-shore BPO (Malaysia). She led distribution (sales) focused program ‘Task Force’ to deliver initiative enabling stretch growth sales targets.
As Head of Projects, IT at AIA, Chelsy was the Programme Manager of all IT Strategic and Major Projects. She established new and managed IT offshore resource vendors in China, HK and India. Chelsy was also responsible for the IT Strategic support to business Strategic Initiatives Offices, effectively lead and develop IT Project resource pool, portfolio delivery, financial, risks & issues management and provided technical and business process council.
