About Julia Nicole Justo

Julia joined Seven Consulting’s Manila team in January 2021. She has a Bachelor of Arts in Development Studies. She is seeking to utilise her knowledge in Project Management and apply it in delivering successful projects.

Key Achievements:

As EPMO Analyst at VicRoads, Julia assisted in uplifting the EPMO function at VicRoads through building and embedding minimum standards (e.g. stage gate processes), creation of project delivery-related templates, and project and portfolio management processes that are fit for purpose. Julia was also responsible for the setup and implementation of Jira and Confluence as an interim PPM tool, enabling a one source of truth for all initiatives across the enterprise including an enterprise roadmap, RAIDD management in Jira, and dynamic status reporting in Confluence.


As PMO Consultant at VicRoads, Julia supported the gap analysis conducted to uplift the EPMO function within the organisation through facilitating and assisting in stakeholder interviews, consolidation of common themes and gaps, recommend solutions, as well as support the creation of the target state EPMO operating model for VicRoads.


As PMO Consultant at AMP, Julia supported the delivery of cost-out transformation programs geared towards migration from legacy networks and systems to a cloud-based solution, allowing adaptability and speed to market in a secure manner. She was responsible for refining processes, ensuring adherence to standards and processes, maintaining established PMO services, and producing output focused on controls (e.g., RAID management and resource burn rates). In addition, she assisted in the oversight of the programs’ closure.


As Project Coordinator at AMP, Julia created and distributed communication materials for a cost-out project to transition management of devices to align with business strategy. In addition, she assisted in tracking, escalation, and resolution of tickets raised post-migration of devices.


As Junior PMO support at Wannon Water, Julia assisted in uplifting the Project Management Framework to be suitable for IT project delivery through uplifting the organisation’s Project Management Framework site, creation of proposed project delivery-related templates, and introducing minimum standards across the IT Project Portfolio. By doing so, she assisted in providing a consistent approach to governance and project delivery for IT projects.


As Graduate at Seven Consulting, Julia completed the graduate program which is designed to enhance core project management skills amongst people who are experienced in their individual professional fields. During the graduate program, she has gained theoretical and practical knowledge on different aspects of project management by going through different sessions and exercises with domain experts. This program has developed her skills and confidence level in using PM tools (like MS Project, JIRA, etc.), techniques, and soft skills. Julia also had the opportunity to work as a shadow senior consultant in actual project environments, where she has been exposed to risk, issues, and constraints on a project and better ways to manage them.


As Project Lead at the Dengue Project, a community development project on reducing dengue cases in Marikina, Julia coordinated and planned with local officials and key stakeholders what the community needed using data and insights. She spearheaded a team of 7 in planning and implementing the project, finding sustainable and affordable solutions to the rising number of cases.


As Research and Communications Intern at ASSIST, Julia conducted market research of various developmental players and actors, specifically possible project linkages with UN offices within Southeast Africa and Asia. She also supported business development through competitor research on e-learning modules.


As an intern at Creative Lab, Julia created and organised a repository for the Creative Lab branch. She also managed the content and quality assurance for the website.


As the Executive Secretary for the Development Studies organisation Development Initiative, Julia led the Secretariat in providing documentation services, operation and logistics support, and processing project-related paperwork.
